Thesis Title: Cordon Sanitaire or Healthy Policy? How Prospective Immigrants with HIV are Organized by Canada’s Mandatory HIV Screening Policy

Laura holds an interdisciplinary PhD in Population Health from the University of Ottawa. Her areas of research are HIV/AIDS, health equity, health and social policy analysis, immigration medical policy, migration, organization of knowledge, sociology, and socio-legal studies.

Laura’s dissertation is currently nominated for a University of Ottawa Excellence Award. Her work was an institutional ethnography of Canada’s mandatory HIV screening policy that is directed to applicants for permanent residency to Canada since 2002. The critical analysis is unique because it takes the standpoint of HIV-positive applicants to Canada. It is also the first evaluation of the testing policy since it was introduced ten years ago. She resumed higher education in fall 2007 after more than ten years working in various capacities in Africa, Asia, Europe and the Caribbean.

In her research, Laura collaborated with the Canadian HIV/AIDS Legal Network, community-based AIDS service organizations in Québec and Ontario, and communities of persons living with HIV in both jurisdictions. This research was funded by the Canadian Institutes of Health Research (CIHR), les Fonds de la recherche en santé du Québec (FRSQ) and CERIS (Ontario Metropolis Centre). In 2011 Laura received the Graduate Student Award of Merit by the Senior Women Academic Administrators of Canada and the George Smith Award for Outstanding Student Paper by the Institutional Ethnography Division of the Society for the Study of Social Problems.

Laura is involved in AIDS work as a board member for AIDS Community Care Montréal, the Canadian AIDS Treatment Information Exchange and the Interagency Coalition on AIDS and Development. Her academic interests are in the fields of health ethics and law, critical theory, and social justice. Laura earned a Bachelor of Arts in Political Studies and International Relations (Strasbourg III, Bishop’s) and a Master’s in Urban Planning (McGill). She is fluently bilingual in English and French.

Laura détient un doctorat interdisciplinaire en Santé des populations de l’Université d’Ottawa. Ses créneaux de recherche sont : VIH/sida, équité en santé, analyse des politiques sociales et de la santé, migration, organisation des connaissances, sociologie, et études socio-légales. 

La thèse de Laura est en nomination pour un prix d'excellence de l'Université d'Ottawa. fut une ethnographie institutionnelle de la politique canadienne de dépistage obligatoire pour le VIH/sida qui s’adresse aux demandeurs de résidence permanente au Canada depuis début 2002. La critique est innovatrice car elle est élaborée a partir de la perspective des immigrants séropositifs. Le travail est également la seule évaluation de la politique fédérale depuis son introduction il y a dix ans. Laura a repris les études de troisième cycle après plus de dix ans de travail dans de divers contextes en Afrique, Asie, Europe et les Caraïbes. 

Dans le contexte de sa recherche, Laura a collaboré avec le Réseau juridique canadien VIH/sida, des organismes communautaires en VIH au Québec et en Ontario, ainsi que des personnes vivant avec le VIH/sida dans ces deux provinces. La recherche a été subventionnée par des bourses des Instituts de recherche en santé du Canada (IRSC), les Fonds de la recherche en santé du Québec (FRSQ) et le Centre métropolis de l'Ontario (CERIS). Laura est récipiendaire pour 2011 du Prix d'excellence pour étudiante en cycle supérieur accordé par les Administratrices Universitaires du Canada et du prix "George Smith Award for Outstanding Student Paper" octroyé par la division de l'ethnographie institutionnelle de la "Society for the Study of Social Problems".

Laura maintient un engagement dans le milieu VIH en tant que membre du conseil d’administration de Sida bénévoles Montréal, le Réseau canadien d’info-traitements sida et la Coalition interagence sida et développement. Laura porte un intérêt académique pour les domaines de l'éthique et droit de la santé, la théorie critique et la justice sociale. Elle est antérieurement formée au baccalauréat en sciences politiques et relations internationales (Strasbourg III, Bishop’s) et à la maîtrise en urbanisme (McGill). Laura est couramment bilingue en français et anglais.
